Oil Spill Contingency Plan Regulation

The Marine Environment Protection Authority (MEPA) plays a vital role in safeguarding Sri Lanka’s marine environment by issuing approvals for oil handling agencies, including ports, harbor terminals, ship repair yards, dry docks, pipelines, and storage facilities. These agencies are required to develop and implement Oil Spill Contingency Plans as part of their preparedness measures, in line with the Oil Spill Contingency Plan Regulation No. 35 of 2008. The goal of these plans is to minimize the impact of oil spill incidents, even on a minor scale, and ensure prompt, efficient response actions.

Oil Spill Contingency Plan Approval Procedure

  • Provide the Oil Spill Contingency Plan application with two copies of the Oil Spill Contingency Plan (OSCP)
  • Review the Oil Spill Contingency Plan (OSCP) and application by the officials from the Marine Environment Protection Authority (MEPA).
  • Site visits and inspection by MEPA officials
  • Send comments if needed for further improvements after reviewing the submitted Oil Spill Contingency Plan (OSCP) and field visits.
  • If the submitted plan aligns with the OSCP regulation, proceed with the payment of Rs. 51,000.00 for the authority.
  • After completing the payment, send the permit with a cover letter.
