Biofouling Management- GloFouling Partnership Project
Sri Lanka is a Lead Partner Country of the International Maritime Organization’s GloFouling Partnership project representing the South Asian region. Several steps were marked in the year 2023 for the management of biofouling issue.
Programmes conducted in 2023
1. Biofouling Workshop 2023.02.22 and 2023.02.23
Marine Environment Protection Authority (MEPA) organizes training workshops to provide relevant stakeholder agencies with an introduction to marine biofouling: its impact, and risk management. The training course outline and content were prepared by GloFouling Partnership Project.
The awareness programme covered critical subjects aimed at addressing pressing environmental concerns. Firstly, discussions centered on the global challenge of biofouling and invasive species, encompassing topics like the introduction of biofouling, the various factors influencing its occurrence, and the environmental co-benefits associated with its mitigation. An assessment case from Garden Islands provided practical insights into the severity of the issue. Secondly, strategies to combat biofouling were explored in depth, highlighting preventive practices such as hull coatings and regular maintenance, reactive measures like cleaning and antifouling treatments, and remediation cases such as the one from Darwin. The programme also shed light on the significance of adhering to the International Maritime Organization (IMO) Guidelines and complying with national legislation and requirements in addressing biofouling challenges.
The participation of esteemed agencies including CINEC Campus (Pvt) Ltd., Juliston Lanka International (Pvt) Ltd, UNK Global Maritime Institute, and others, underscored the collective commitment towards raising awareness and implementing effective measures. Their involvement reflects a collaborative effort among research institutions, maritime service providers, and governmental bodies to mitigate the detrimental impacts of biofouling and invasive species.
Sri Lanka, as a lead partner country in the GloFouling Partnership project, established a National Steering Committee to carry out the necessary activities. This National Steering Committee is made up of representatives of stakeholder organizations related to the shipping sector, fisheries sector, coastal aquaculture sector and tourism sector including pleasure crafts. Also, the National Status Report on Biofouling was prepared and in the process of preparation of National Biofouling Management Policy, Strategy and Action Plan.
Programmes Conducted in 2024
Stakeholders Meeting to Develop National Biofouling Management Policy for Key Maritime Sectors.
One of the very important stakeholder meetings was held at MEPA Head Office on 16 January 2024 to begin the development of the National Biofouling Management Policy, Strategies, and Action Plan for the Sectors of Fisheries, Aquaculture, and Pleasure Crafts. This was the first formal engagement by the National Steering Committee composed of its membership from the key stakeholder agencies. The meeting was a collaborative platform for five external participants representing Pulsar Shipping, CEY-NOR, the National Aquaculture Development Authority, the National Aquatic Resources Research and Development Agency, and the Ministry of Environment. Sector-specific priorities were discussed in line with developing a harmonized and actionable framework on biofouling management for Sri Lanka.
